Did the Heraldic Eagle ever get minted without the word 'Liberty' above her head or is this coin an obvious fake?

Obvious fake. In addition to the missing LIBERTY, that combination of left and right stars does not exist.

I wouldn't even regard this 'coin' as a fake. More like a 'fantasy', there is no intention to deceive, without the word LIBERTY

Can't imagine it would be anyone's "fantasy" to have a Draped Bust dollar without the LIBERTY! More likely a test strike from an intermediate stage in the preparation of a counterfeit die.

Its on ebay at the moment. Described as a silver $1 sized coin, 1799, with signs of wear. Number 200870272629

That's a common finding for the connoisseurs of counterfeit bust dollars; for some reason, Liberty often seems very generously-endowed in the rendering.
