I will say however that I think this is post mint damage....
Without having the time right now myself, you can always go to coppercoins.com and do a search for this year and mintmark to see if it's some kind of known variety.
1946 comes mushy around the date frequently. If you're talking about the weak digits, that's what it is. if you are referring to the huge hit on the 4, then it's damage.
