I have a 1999 which the rim appears to have been double dyed/ printed. but not fully around. I have a large scan of the front and back. What I am seeing is in the front right side of the coin. Is this an error or am I seeing things? Thanks!

I think the coin was just struck a wee bit off centre.

Here is an O/C 1941 Canadian 10 cents and a 1995 Lincoln Cent which is a better example.

Yes, I've seen many dimes like this and am pretty sure it's due to being struck ever so slightly off center. Of course, I've never checked if my guess on this was right but after gathering a pile of these I realized they were just to common to hold much of a premium. Hope this helps!

These are not off center. They are misaligned die strikes - even more common.
