A question has been asked on another coin forum that I belong to but we need help from more knowledgeable people on Mint Product.
The question was how do you tell the grade of these coins as most are PF-66 with a few PF-68 showing up and considered to be gems and very few ever reaching the ultimate grade of PF-70. Now I thought that all Proof coins are supposed to be perfect coins with no fluctuation in grades especially 4 points from normal to PF-70?
Is there a way to tell and why are there only a few PF-70 being the perfect coin when they are all supposed to be perfect.
All opinions are welcome thank you.

You can't compare TPG to TPG as they have different ranges of what they will give.

Nothing humans make is perfect. So expecting it, and especially assigning it, seems a bit silly.

ICCS grades PF-67 for the common, and PF-68 for the more exceptional. I don't know if they have ever given a PF-69.

I wanna send a few NCLT coins to NGC like the 2007 gold platted rattle or the 2007 wedding dollar as they are with a very low mintage and mine seems to be " perfect " without any color change or anything on it ... But I still cannot understand as I've seen one of those that also seemed pretty decent without any defects and it came as a pf-66 :/

Typically mint Products would come in pf-68 to pf-70. All depends if there are any faint scratch marks on coin surface no matter how small there are.
