Here's a link to a 1955 Bugs Bunny Franklin half dollar offered on ebay. I've never seen a grade notation like this on a PCGS holder. Since when do they grade coins as "Gem Brilliant Uncirculated"? Is this some new format they apply to certain submissions?

Might be an economy level grading of some sort.

It is some sort of cheaper submission process where they just ball park the low MS coins instead of someone paying to have actual grades attached

Fake slab? I assumed all PCGS holders had cert numbers...
