I would say "what a shame", but if not for the plating it would have never ended up with ME.

Anybody know how to remove this stuff?

It's a process using electrolysis. Unfortunately, from my experience, there are consequences. Old nickels turn a reddish brown color and I believe it's permanent. A silver coin will finish in a black to gun metal appearance. A very unnatural look. However, this can be changed through making the piece a pocket piece or doing the big no-no and clean the coin. I'm not advocating anything I tell you. I've experimented on ruined coins with nothing to lose. Look at the coin in this link. When I'm done with it you will never know they were the same coin. But it takes a little time. It will always look altered and it will always be a detailed grade but compared to what it looked like before, I couldn't bear to see it suffer. I figured doing something was better than doing nothing.

The '18-D Buffalo is one tough son-of-a-gun to find with any meat and that coin has plenty of meat left on it.

I need to add one more thing. The coins I clean with electrolysis were coins I dug out of the earth. Many times the copper coins or brass items come out of the earth with numerous particles and foreign matter bonded to the items. The only way to safely remove this is with the electrolysis process. The nickels I have dug come out of the earth with a dark brown to reddish brown color. I have never tried electrolysis on a non dug nickel. Come to think of it, the plated Morgan is the first non dug coin I have attempted using electrolysis.
