With the Canadian cents being phased out, will that increase or decrease the values of collectable Canadian cents?

I think that it will increase the value but, over a long period of time.

it will take forever to figure out, they are still trying to figure out the damage done by all the silver coins that went to be melted in the 1980's, when silver hit 50$ an ounce.

I think most of the US silver coins that went to be melted in the 1980's, were minted in early 1960's.
I had a hard time finding a US 1963 dime last year

Hard to say, as the mintage will never change, thus making most pennies far from rare. However since no one can ever tell how many got melted and for what year, It will be too risky (and impossible) to guess, therefore, the only true value will be determined by mintage and of course condition. Perhaps over a few decades, they may increase slightly in value, as more info becomes available

pennies that command a premium now will command a premium in the future,
everything else will be worth a penny.

Hard to say.

It is supply AND demand. If the denomination starts to see reduced collecting rates, then the prices can stagnate or fall.

Look at large cents, silver five cents and the entire Newfoundland series.

The lack of young people who will be starting a penny collection from change can't be ignored.

I see a lot of people hoarding it. It doesn't cost a lot to keep. Out of 35 billions, how many will be left in ten years? 1 billion? 2 billions? Who knows but I don't think it will be scarce for a century or two.
