I looked in the Standard Catalog of World Coins, under Turkey, and it looks kinda like a 20 para coin from the 1910's:

There are a few major differences however. The two characters on the back, for instance... in one there's a circle without a whole and in one I have there's a hole in the circle. From what I've seen in the afore mentioned book the symbol that's appearing on my coin is for 25 of something but I'm not sure what.

Also, there aren't stars on the obverse.

Do you know the year on the coin? That might provide me with more insight.

I believe that is a Afganistan 25 Pul and I think the date is AH1349 (AD 1930)

KM 924 - 25 pul from Afghanistan

The toughra was frequently used on Afghan coins of this time period as well as coins from the Ottoman empire. Even though your coin is well worn, it shows a significant die clash on the obverse. I have a less worn example in my collection. I'll post pics if I can dig it out.

The star on the left of the obverse has always made me wonder if the coin is a variety (Krause lists 2 varieties) or an overstrike. I have another of these coins with the same date, but like yours, it has no star.

Krause says "Note: Two varieties are known dated AH1349" and in description of the coin, it says "Note: 2 varieties of letters". I think the one you have without a star is a 20 Pul instead of the 25 Pul as shown.

FYI - denominations: backwards 7 with O is 25 Pul, backwards 7 with a diamond is 20 Pul

The star that I am referring to is to the left of the toughra (9 o'clock on the obverse) of the coin pictured. My thoughts on this being an overstrike are based on the fact that there is no star in this coin's design. Stars are common design features on other Afghan coins like the 20 Paise KM 895, which is roughly the same weight and size as the coin pictured.
