It appears plated to me, common on 1943 cents. Look at the 2 o'clock rim.

It doesn't have the obvious glossy mirror surface which reprocessed coins have and
I didn't recognize the " Cud" on the rim as a sign of reprocessed either.
I do see that the 's' is filled like a plated cent.
I admit, this one fooled me.
