That is one of my two or three favorite 1921's. The trouble is, there are three recognized die states, and PCGS does not differentiate between them. VAM-3 has just the dot under the wing, and no die breaks. 3A - which you have here - has the wing break started, and possibly a second break over the A in STATES. 3B has a finished wing break into the denticles, like so:

3 is pretty common. 3A is darn scarce, and 3B may be a genuine R7 VAM, although a couple of high grade examples exist, including an MS66.
PCGS arbitrarily calls them all 3A.
