It appears to be Machine Doubling to me. Notice the shearing of the metal where it looks like the die shifted during the squeezing process.

Your coin was struck with a VLDS (Very Late Die State) die. The die is showing extreme wear in the direction of the rim. This die started off normal and is now a older senior in die years show wear. There is also some Machine Doubling. So the worst of both worlds. Not a variety.
