The US term for that is called ' Rim Fin'... it is when there is extra metal squeezed between the die and the collar...

This is not an unusual error, I have even found it in specimen and proof 1-cent strikes.

The "fin" is in really great shape for a 20 year old coin.
I bought $15 in rolled pennies from a customer who was going to take them to the bank.
This one makes it worth sorting through.
