Agreed S-197 (You have to be a little careful, S-212 sometimes comes with similar die chips through the first 0. It is sometimes called "The pseudo Q variety".)

S-212 late state see how the chips through the 0 have grown heavier. Even in this late stage the chips inside the 0 are not as heavily developed as on the S-197.

This is not always true. There are seven different 1800/179 and four different 1800/1798 varieties from six different obverse dies. On five of the dies the 7 shows well on one it does not. The 9 only shows well on four of the dies but not on the other two. Unfortunately the four rarest of the eleven overdate varieties come from those two obverses that don't show the 7 and 9 well.
