Comparably graded specimens can be found at coin shows for $20-$25. IMHO, shows are generally the best venue for buying coins; this, as it offers comparison shopping.
Now, if you could only grab a time machine and exchange that hal for fifty cents of the same year!
If it has been cleaned it was not harshly cleaned. I would grade it G-06 and worth approximately $25. I see a faint scrath/line going down the obverse that could detract a little bit.
That's a nice coin. You didn't get a steal on it, but if it's something that you wanted, it's well worth the money. Cleaned...? Impossible to tell unless you put it under a microscope and do chemical testing.
