A friend has this coin and is trying to find info on the counter stamp, A. Cooley. Does anyone have any ideas on this piece or know of an expert that can shed some light?

I think the 1 is too vertically distant from the hair for S-149. I'm not even sure this isn't "head of 1799," which would rule out S-149. Conder? Anybody?
