I like the old small ANACS holders, and I couldn't pass up this blue beauty last weekend at my local coin show.

I think it's Machine Doubling. It is certainly there on the coin, but I haven't done any research as to whether there is a known DDO for this date. I'll have to dig a little more.

That's some really cool toning.

In the close-up of the reverse, there appears to be a lot of light scratches. Is that on the coin or the plastic?

@CelticKnot, if you're seeing what I think you are, those are die polish lines. They are raised, not cut into the surfaces. I'm a sucker for die polish lines -- I think they give coins character. Some other people I know really don't like them. It's just a personal preference I suppose.

What causes that blue effect on the coin, it's kind of got a rainbow tone to it. How does this happen to the coin?

As CelticKnot said, "toning". Not sure why the heavy blue. Some sort of oxidation? Just a guess.

Alright. I really wasn't sure if it was some sort of error when they were being pressed, or perhaps some sort of rare collector's set, I have a penny that has a little but of that rainbow glare going on.

@turboZack: 1958 is one of the years known for mint sets toning coins deeply and brightly. There was something particular in the packaging for that year (and some of the other years around then) that reacted with silver and led to fantastically and wildly toned coins. My 1958-D Franklin half dollar also exhibits some "wow" factor mint-set toning (see below).

I don't know all of the chemistry of what causes it, but I do know I like it!
