Seems to be a bit of cameo and possibly some good reflectivity. I am going to guess MS-65 PL

For me, too many surface ticks and scratches to warrant a 65. I'm going with MS62 SMPL.

I'll say ms64 maybe a PL but given its a San Fran mint ill say probably not considered Proof Like.

I;m in at a minimum of MS64 not too sure if it makes a PL I"m guessing no.

MS64, obverse looks PL, I don't think the reverse would quite make it
