This looks like PMD to me for four reasons. I have a small but growing collection of UK decimal error coins, with quite a few clipped planchets.

Firstly the curvature of the cut has too small a radius. With all my clipped coins it is almost possible to fit the edge of an unclipped identical coin into the gap. As a genuine clip is caused during the flan-cutting stage by the metal strip being fed incorrectly, this is not surprising.

Secondly all of my genuine clipped coins have a faint weakening of the design as it approaches the clip. On this coin the casting of the dots is just as strong by the edge of the clip as it is elsewhere on the coin.

Thirdly, most of my clipped coins have a faint weakness in the design on the edge directly opposite the clipping.

Fourth: this coin appears to have swarf around the edge of the clip on the obverse. All of my genuine clipped coins are clipped very smooth.

Any body got any experience of this dealer? Anyone with more knowledge than me able to pass comment?

Yes absolutely, you can even see where it's been sawed on the portrait side.
