Unplated 1987 D Penny?

Hey everyone,
Below is a 1987 D penny that appears to have missed the plating step. It weighs 2.468 grams while a normal penny from that year weighs 2.53 grams. Could it be unplated?

It may be missing the copper plating but it is from PMD.

You can see the orange peel under the plating. If it were a real non plated cent the surface would be smooth.
