On the US Mints website, they are selling 2011 & 2010 circulated and uncirculated quarter sets.

Both are made up of 10 coins, 5 from Denver and 5 from Philadelphia. The circulated set sells for $9.95, while the uncirculated set sells for $21.95

What is the difference between the circulated and the uncirculated set?

Are the rolls and bags of quarters the Mint sells circulated or uncirculated?

Please don't say it's the packaging. I cannot fathom the packaging commanding a $12 premium.

Any thoughts?

IMO the circulation sets .. are coins that are the same quality as those
released for circulation. They may have more hits ..rubs ..

uncirculated, are coins that have a better quality and are handled better,
so they should be a better grade coin.

I don't know for sure .. but I would think they slow the process down and increase
the pressure .. to get better strikes, on the uncirculated coins.
