I believe that I see several things on this Obverse:
-a misaligned die (is it enough to identify it as such?)
-an area in front of the mouth - die gouge or what?
-the initials near the point of the bust seem to have something going on with them - but what?

Minor misalignment,the other items are too small to tell.Larger pics would help.

The die that made your coin is very late die state. Everything gets mushy at this point. The DI were probably just deteriorating away. The way you can tell it is VLDS is look at the devices that face the rim. Those are getting weaker per 100 strikes. Just a die that is seeing retirement soon.
