I, too, have noticed many of the 1991 Lincoln cents that have a very light stamping of the final number 1.

It is so common, in fact, I guessed it not considered an error, but I really don't know.

Gotta be a 1991 with the Reverse being a Wide AM (or a badly disfigured 1992) Its either from a Grease Filled Die or damage from a coin rolling machine...just my opinion

possibly after all as the version wear of a stamp of date (91 or 92) and not pro-stamping of letters of I,T,W,R,T (in god we trust) at so mass edition of this coin.
