Can someone tell me what these ridges are on the tops of the letters of UNITED STATES?

Thanks - with your lead, I was able to find numerous references on " Die Deterioration Doubling". It is said to be quite common and in places it is called "poor man's doubling". I even found one image which shows ridges on letters as above. Apparently, it takes numerous forms with many of them being around the letters rather than on them.
