I'd go MS63+, it looks like a technical grade of MS64 but the dark toning distacts a bit on this example and the 91-CC generally comes with a lot of luster so that is why I give the MS63+ grade - so close to a MS64 but the market probably wouldn't accept it at that grade. About half of the entire mintage came from this
VAM 3 die pairing so while not especially rare, it is very disrable and collected as a TOP 100
VAM, and anything over MS62 is a keeper especially when the cheeks are as clean as this one.
