Yup, Seatednut is absolutly right... Branch Mint. A little further explination:
That designation would be on any proof from a branch mint that wasn't suppose to be making them except at the main facility in Philly prior to 1968.

I saw the 94-S on ebay yesterday for $2.5M - but I know
if you offered them $2.35M the coin would be yours.

Then again, a group of investors could grab it and I'm
sure they'd accept a reasonable offer.

This is a different one - its a PR 66 - ex: DLRC
