For many years,I looked into the Zs 1821 8R 111.6 which crown with lower ack.
At first I got a NGC slabbed coin says it is 111.6 but it was not.It is a double cross at the top of the crown,and ngc definetly take it wrong.See pic

The double cross crown zs 8r is also rare in collection.

Let's get on the point,recently I purchased a pcgs slabbed AU50 ZS 1821 8R with no identify for 111.5 or 111.6, but it is a true treasure and exactly the 111.6.The seller take the photo blur,but I got the pic from PCGS.com for a clear view.

Your bottom coin is a 111.6. The coin in the slab that says 111.6 is incorrect in the designation. One more example of TPG error on Spanish Colonial Coins.
No comment possible on the authenticity of either coin, I cannot tell from pictures and the 1821 Zs is known to have been extensively counterfeited.
