Here's the changes from eBays website. It looks like they are pushing this as something that will "reduce unpaid items, allow for faster case resolution, and help keep many of your items up for sale until a buyer pays". Looks like I didn't have it exactly right as far as intent & how it's worded, but I can see the loopholes that allow the items I mentioned to happen.

Best Offer items not "sold" until a buyer commits to buy or pays •Beginning in May, in the Computers & Tablets, Jewelry & Watches, and Art categories, when you accept a buyer's Best Offer, the item will remain for sale until the buyer commits to buy, and in most cases, pays.
•Since the transaction is not completed until the buyer commits (or pays), you'll be able to accept multiple offers to increase your chances of selling the item.
File unpaid item cases 2 days sooner •Starting in early April, you'll be able to open an unpaid item case as early as 2 days after a transaction ends and payment is not receivedâ€"either manually in the Resolution Center or using the Unpaid Item Assistant. Currently, you are required to wait at least 4 days.
•If you use the Unpaid Item Assistant, you'll see a 2-day option added to the current menu. You can continue to choose a longer timeâ€"up to 32 daysâ€"before a case is opened.
