I've heard, but haven't verified through ebay, that there is a new Best Offer procedure working it's way through beta testing.

From what I understand the buyer can make an offer without being obligated to buy if the seller accepts. It seems to me that would encourage buyers to be tire kickers, shooting out multiple low ball offers knowing they aren't obligated to buy if the offer is accepted.

In addition, the seller can accept more than one offer on the same item.....& the 1st buyer to pay gets the item. I would imagine I'd be relatively cheesed if I made an offer that was accepted & the item sold before I had the chance to pay.

Haven't heard of this, but I don't know why they would change the policy like that. It just doesn't make any sense when they would be the ones suffering by having to keep track of all of the offers.

Yes, , but I don't see why a seller would ever need to do that unless 2 offers of the same price were sent in a exactly the same time. Seems like a useless addition to me.

The second change is because of the first. If the person who offers isn't obligated to buy, the the seller needs more opportunity to sell.

Seems like this would be a waste of everyone's time. Guess the techies at ebay needed something to keep busy.

I haven't purchased anything on ebay in years. My paypal was cancelled, I suppose because I stopped using it?
Rest in Peace

This doesn't make even a little bit of sense.

I think I know what youre referring too as I got an email about it a while ago. I dont remember everything it said I do remember they seem to be changing unpaid buyer cases to two days instead of 4. From what I remember theyre just trying to encourage buyers to pay right away and not handcuff sellers with an item for a week or two because someone used a BIN and then didnt pay. Coin markets dont generally change that fast but some do. For example if you sell video games new or used after you beat them and someone buys it and not pays it that 8 or 9 day period before you can relist it going through the unpaid buyer case can be a difference of 20 dollars or more in the sales prices by the time you do get it back up.

There wasnt anything about the buyer not being obligated to buy it from what I remember, theyre supposed to pay for whatever they buy. I do think there was something about being able to respond to multiple offers and the first one to accept and pay would get it, but nothing that would encourage buyers to just carpet bomb a category with offers where theyd then only buy the one they liked best with the best terms.

Everyone is missing the point. Sure ebay has to keep track of the offers but it's just space on the servers, which they have plenty of. The real purpose is to maximize sale potential regardless of price to increase E Bay's commissions and fees they can collect. They're not worried about the seller's or buyers just sales, and this is a way to do just that. I've seen more than a few threads regarding similar E bay actions, why is this hard to understand ?

I haven't heard of this either but it seems to me to have no benefit for buyer or seller. The current system isn't perfect but works as is.

I noticed change this month that you guys might be able to explain.

In the past when I listed an auction with a Buy It Now option, as soon as someone bid the BIN option disappeared.

Now I see auctions with several bids that still have a BIN option. What's going on?

Here's the changes from eBays website. It looks like they are pushing this as something that will "reduce unpaid items, allow for faster case resolution, and help keep many of your items up for sale until a buyer pays". Looks like I didn't have it exactly right as far as intent & how it's worded, but I can see the loopholes that allow the items I mentioned to happen.

Quote:
Many fixed price and auction-style items purchased with Buy It Now not sold until the buyer pays •Beginning in May, eligible fixed price listings and auction-style listings purchased with Buy It Now will remain for sale unless the buyer pays right away. This change will be rolled out slowly over the course of the year and will eliminate a significant number of unpaid items on ebay by the end of 2013.
•Eligible transactions are those less than $1,000, paid with PayPal or a merchant credit card, where the shipping cost is specified for the buyer.
•If you use the combined shipping discounts feature, your buyers must create a combined order by adding eligible items to their ebay Shopping Cart. The discount will automatically be applied to the order total. If you don't use this tool but still offer combined shipping discounts, your buyers must add the items they want to purchase to their Shopping Cart and request a new invoice reflecting the revised shipping cost by clicking the Request Total button.

Best Offer items not "sold" until a buyer commits to buy or pays •Beginning in May, in the Computers & Tablets, Jewelry & Watches, and Art categories, when you accept a buyer's Best Offer, the item will remain for sale until the buyer commits to buy, and in most cases, pays.
•Since the transaction is not completed until the buyer commits (or pays), you'll be able to accept multiple offers to increase your chances of selling the item.

File unpaid item cases 2 days sooner •Starting in early April, you'll be able to open an unpaid item case as early as 2 days after a transaction ends and payment is not receivedâ€"either manually in the Resolution Center or using the Unpaid Item Assistant. Currently, you are required to wait at least 4 days.
•If you use the Unpaid Item Assistant, you'll see a 2-day option added to the current menu. You can continue to choose a longer timeâ€"up to 32 daysâ€"before a case is opened.

Here's a couple scenarios to demonstrate the loopholes.

As a buyer you are unable to access ebay at work. You see an item you like & make an offer one evening(or morning) & then go to work. The seller accepts during the workday when you can't pay. Meanwhile another buyer makes an offer, it's accepted & they pay. The first buyer is out.

As a buyer assume you want to buy an item that's interchangeable & sold by many sellers, like bubble wrap or padded mailers. You look over several listings that offer the item as best offer & decide to shoot out a bunch of offers going progressively lower. When you figure you have reached the lowest price you pay for that listing. Good for the buyer & possibly that seller, not so good for any seller that took the time & trouble to respond without a sale.

So you are saying sellers should know you are at work, therefore they should wait until it is convenient for you to complete the transaction? How long should they hold the offer? What if you never come back?

My feeling is that an offer made by a buyer should be just as binding as bidding. Once an offer is made you have committed to that amount. If a seller rejects the offer, you are no longer on the hook for it. If it is accepted, you are responsible to pay for it. If you don't it goes down as a non-paying bidder. The firs time that happens, ebay forgives you. The second time, you lose your ability to make offers.

I can understand and appreciate the intent here. I just think they are way over thinking it.

I believe that once an offer has been made & accepted BOTH parties should be bound to the agreement. I'm merely pointing out how a buyer could be messed up by the new policy. I'm assuming that both parties to the transaction would have a reasonable length of time to respond. If the buyer doesn't get an immediate response to their offer it seems reasonable that the seller shouldn't expect immedate payment.

Your comments can go both ways. Are you saying the buyers offer should be binding until it's convenient for the seller to respond? How long should their offer be good? What if you never respond? What if the seller holds the offer as backup and expects the buyer to buy when they decide weeks later that's the best offer they will get?

I've read about how the item is still up for grabs until the original purchaser actually pays for the item.

Sorry about the repeat comment.
