VG is much better for all three denominations. A detailed breakdown:
Dimes - Fine is the minimum. You'll pay a bit of a premium.
Quarters - Fine if it is reasonable [ a premium but best numismatic play ] but very good is doable.
Halves - Here I agree. Halves are prone to rim bumps. Full rim good is doable.
I base this on the fact that years ago the CDN listed GOOD and VG in the same column. Now the two each have a separate column.
Do to historical demands these coins were worn to death and relatively few remain in the mid grades.
But if keeping as close to 90% is important my opinion works.
