I do not know what was used to tone these but the sellers does state in a round about way that they are artificially toned.

It says in the copy that it is "artificial toned" but no heat or chemicals....the coin was electrocuted -- "exposed to an electrical field".
I'm guessing he meant to write that it wasn't exposed to much heat and a lot of chemicals because electricity doesn't exist without matter and all matter is made of at least one chemical.

If he's not smart enough to understand that those taxes are already law and have been all along - they're just shifting the responsibility from the buyer to the seller - he doesn't get my business. And yes, he admits they're artificially toned. Anyone who'd ever seen it before would know instantly it's not possible for natural toning to assume that pattern. Run, Forest, run.

Unscrupulous coin dealers have been doing it for decades and will continue to do it if they think they can make an extra buck by doing so. In the 1980's most of the rainbow toned coins were artificially toned to look like that and no one wanted to be seen buying them from those dealers. Today collectors are paying record prices for them from the dealers who wouldn't dare have one in their case back then. Ed ANA LM-3175

If the electrical field is an inductive coil, then the coin would be heated.

Coins look they were given a bath in crushed matchheads mixed with prell shampoo and heated to 400 degrees in an oven for 5 minutes......but, that's just a guess lol
