Looks like it to me. Wait on a pro just to be certain. I don't see how it isn't though with the pics provided. Check here and try to match it up:

Wow...the first pics of the reverse can only be a DDR. Nice pictures btw.
And the obverse is the same coin? That's cool--am I seeing a tripled die in RU of PLURIBUS?

Hate to be a naysayer but I think we may be looking at a form of Die Deterioration. Notice that every "doubling" is towards the rim. A true doubled die would have the secondary image all in the same direction.

Class 2 (distorted hub doubling) has all doubling either toward the rim or toward the center.

Yeah--that's probably it. You don't see notched serifs with Die Deterioration.
