We need a little help. Exactly where do you see the doubling? Also, is there any possibly way for you to get pics that are closer to the area in question? There's no way it is 1DO-001. That doubling is easily seen on that one. 1DO-002 is a little harder to see.

I can say for sure it is not 1969S-1DO-001,I can not get close enough to your image to say anything about the 002.What I can say is the date and mint mark are damaged.

The 001 is easy to see on the other devices even with a small image.

I know the population on these are extremely low (30 known to PCGS) but does anyone know why?

Probably because there aren't that many.

Seriously, QC probably picked up on the fact that it was a doubled die early on in the minting run, and yanked the die before it had the chance to produce too many examples.
