I am still very bad when it comes to RPM's. Any idea if this is indeed one and, if so, which one? Thank you for your opinions and help.

Can you get a better image. Remember when taking images, focus on the field of the coin, not the top of the devices. I think I'm seeing the same doubling on the tail of the 9, but another image might show me more about this coin?
