I am hoping someone can comment on this. It looks like it must be a flaw in the planchet?

I'm going with flaw, there's nothing really "fluid" about the shape of the anomaly.

The rim speaks volumes to me... that is a coin struck on a flawed planchet. During the rimming stage of the blank, there was drop in pressure across the coin at the site of the flaw, and created that Blakesley-like effect with the rim.

Nice error. I know there are at least two collectors on this site who collect cracked planchets, perhaps they can give you a sense of value...
