Is it soft? the darkness coupled with the bright scratches leads me to think it might be lead.

One side looks like a planchet (upset) and the other side looks like it was a blank (not milled) Maybe a War Nickel planchet with some PMD

The planchet is very magnetic, maybe a War Nickel planchet?

War Nickel planchets are silver, not steel. Its not a plug from an electrical box is it? The pop out that was in a box?

No, not a pop out I'm old enough to remember when they only came in metal, much to smooth on the edge and nothing that looks or feels like an attachment point or bur. It feels as smooth as it looks rounded on one side flat on the other with a beveled edge.
Rings as iron / foil on a MD, I'm wondering if it's an old weight for a ceiling fan even though inside me wants it to be something else, the MD rings no coin.
Any other ideas? If not then back to the oddities pile it goes
