My thoughts: The coin does NOT look to have been cleaned and it appears that the reverse rim is FULL EXCEPT for "LLAR" in DOLLAR. To me those four letters short of a full rim should still get a G-6 at PCGS unless there's a bunch of contact marks on the obverse and you can't see any letters in "LIBERTY" on the obverse. (Since VG-8 requires three letters in "LIBERTY" just even one should be good enough for G-6. Now here's your problem. What you have is a 1901-S Barber quarter and that is the RAREST NON-GOLD AMERICAN of the 20th century. For that reason I think PCGS will like just give it a Good-4 because they are going to price that coin. Since $3,700 in Good-4 bid and $7,850 is Very Good-8 bid were talking without me doing the math about a $5,500 bid coin. However it is worth a shot but it would be better if you sent them some other NGC coins with it. Even better if you know a local dealer on your local coin show circuit see if they can submit it. PCGS is known for giving the BIG FISH the benefit of the doubt sometimes that they don't give the small fry.
