Well, let's see.
Denticles on both sides are distinct.
The fine lines of the rays & hatching on the obverse are pretty much all clear & distinct, & the little flowers are mostly so.
The chrysanthemum on the reverse is somewhat worn, but all the petals have at least partial dividing lines. The leaves in the wreath have most of their detail.

By comparison to US coins with stars, wreaths, & similar details in the ANA Grading Standards manual, I'd think it would grade a strong VF to XF.

But I confess to knowing little about grading, & not caring all that much!

Might want to give it a shot with acetone and see how it goes from there. Don't use a toothpick to attempt to remove it - appearently it's pretty soft and you can see marks left on it. I've tried and paid the price for it.

To remove the green verdigris soak in olive oil for a few days (check daily) and lightly rub, emphasis on lightly, almost no pressure, with a Q-tip.

I usually do by soaking in edible vinegar for a few hours and wipe gently the dirt out. It works perfectly by cleaning and without hurting the coin.

Vinegar might be too acidic, but maybe OK just for a few hours. Rinse well.
