Just a wild stab but the middle lines translate towestern script as something like"
FABRICA
TChRYENCKGO TABAKU I PAPIROCI

So someting to do with a cigarette factory. I seem to remember that the old style Russian cigarettes (with the long cardboard tube) were called papirosi. An advertising flyer or a wrapper?

It appears to be a packet of cigarette papers, put up by "K & P Petrovich, St. Petersburg". Are you sure this is the right image?

Image is right. So this is from late 1800 or early 1900?

The machinery to mass produce the papirosi was developed around 1860 and was indeed heavily concentrated in St. Petersburg. So anytime between 1860 and 1917.
