it kinda does but I believe the mint mark took a hit at the top loop making it look "inverted"

That "4" doesn't look right at all. One wonders if the piece hasn't been altered somewhere along the line... though "why" is beyond me.

Yup, a normal Ball Serif S mint mark.
If it was inverted the lower ball would be at the top.

Note the crease in the top loop. On an inverted one, that crease would be on the bottom.

I have this coin, certified by ANACS as an inverted mintmark.
Yours is normal.
