That, my friend, looks like a lamination error and, I think it's uncommon for 1984. Nice find.

Since this is a zinc cent I would think it should be called a pre-plating damaged planchet.

Speaking of 1984 cents, I found a 1984 cent in a mint set that has an extra something between the columns in the Memorial. Anyone find anything similar?

It maybe a piece of plating that got struck during the strike of his coin. It may have wrapped around to the also?
