I am no expert on errors, but I believe if the reverse is normal, that would indicate MAD (misaligned dies). If the reverse was misaligned the same, that would be an off center strike.

Is this dime thinner all around the edge, or just on one section? If on one section, is it near the area behind the head?

It is a MAD struck coin. Very common on these roosevelts. The extra thickness is because the rim edges are slightly raised. Caused by the strike.
