I don't believe that this is PMD. Definitely looks mint made. The coin came from an uncirculated OBW.

Looks like there is a mark going right though the part of the R that seems missing. I'm going to have to agree that it's PMD

It definitely looks like it took a hit, probably from another coin. This could happen, I believe, as it was being bagged, rolled, or whatever at the mint but, not during the minting process. Think of PMD as "Post Mint (the process) Damage" and not as "Post Mint (the facility) Damage", maybe that will help.

I know the blemish looks to be the remnants of the rest of the R, but I don't think so. Or could it be the rest of the R, just flattened beyond recognition?

The discolored area running SW from the lower left of the "R" is from something rubbing across the area after it was minted. What ever did this cut away part of the letter. This happened after the strike was complete therefor damage.

I have a couple of concerns still. Where did the rest of the R go? There is no cut marks from something scraping it away and I would think the damage would have been much more apparent on the coin. The edge of the R is smooth as if minted that way. The discolored area is just that, discolored. There is no raised metal or any thing else, it's smooth. Wouldn't there be severe scratching or some kind of evidence besides the discoloration? This one just has me baffled.
