I have a coin with a lamination peel that has a similar mark that the coin below has. Is this an error or PMD?

Also what are those tooth like marks, one is up Liberty's nose and the other by "T" in States.

I'd say this one is PMD, but in low grades like this it can be hard to tell what happened before the wear and damage. I'd guess this was in the ground for some time at one point.

A lamination peel usually comes off the coin with out affecting the surrounding coin. The metal on the face of your coin appears to be gouged in one direction or the other, pushing the metal into a small lump on the the sides of the gouge. The damage at 2 o'clock flattened that area a bit which would not occur during a peel.

On the picture of the other coin you posted you can see how the surrounding areas are unaffected. The coin is still circular in shape and the metal surrounding the peel is flat.
