Check this out. The area inside the area of question seems to be depressed (lower) slightly. When I first looked at it I thought it was a struck through error, but after glassing it, I don't think it is. What do you guys think?

how does the reverse look? is it normal or is there portions slightly flattened?

It looks like some kind of foreign material, with a bit more to the right and above the date.

What I am trying to determine on the coin is if the material, or damage lines up with the impressions of the die. I cannot tell if it is a large piece of metal or is it simply an indention or engraving style damage.

If something was on the planchet and then struck, or the die had a Cud or foreign material and when this coin was slapped, it stuck to the coin. I was looking closely at the impressions markings of the suit to see if they lined up. Its tough to tell. =
Some areas it looks struck in if it is extra metal. If it is not extra metal, maybe it was an attempted stamping that went bad. It almost resembles a Seal in shape, sorta....LOL
