Thanks panzaldi! I was thinking an old cleaning possibly, but it seems ambiguous which is how I like to buy these coins. Since busts are usually always cleaned, the less they look likely to be cleaned, the better!
Possibly lightly cleaned in the past but I don't think that would keep it out of a TPG holder although I think that the scratches/graffiti on the obverse will likely. F-15 details.
The scratches aren't the problem - the embedded dirt in the reverse letters, an unambiguous sign of previous cleaning (those areas don't easily tone) - is. That said, this is still an 1820.
