Modern Arabic Coin (2003) - Beats Me

I thought I was pretty good with world coins, but this one has me stumped. There is no English writing, yet all the numbers are Latin rather than Arabic. On one side is a mosque, a traditional coin subject when religious objections prevent the depiction of people or animals, yet on the other side is someone's head.

It doesn't match any coins of countries I'm familiar with, and the combination of Arabic-only writing with a Christian-only date is probably a clue, but I haven't caught on yet.

It's 2003 Pakistan 1 Rupee coin.

I guess I should have looked for Pakistan, but I was expecting a bit of English like on my older Pakistani coins. Geez, this is embarrassing.
