I don't think that it is an 'end of strip' lightweight blank, unfortunately. I don't see any sign of a Bleakesley* Effect on the coin opposite the clip. The large size of the segment suggests that a Bleakesley Effect should be fairly obvious.

For more information on this phenomenon, a Google search may provide more background on this subject for you.

*Sorry 'bout that! I spelt 'Blakesley' wrong, didn't I?

I didn't see Blakesley effect either which was why I posted. I was hoping it was, but I am guessing not at this point.
Rest in Peace

This one is PMD and not a clip. The letters of AMERICA at the clip and the rim are the key points. When a coin is struck the planchet is slightly smaller in diameter than the struck coin. The pressure of the strike makes the metal flow out until it hits the collar where it then flows up forming the edge, the rim and filling the letters around the rim. At the area of a clip this large the rim should be tapered off and the letters should be weak.

Was the edge of the coin in the area unplated? If so it is PMD.

The plating comes after a zinc blank is punched out from stock. That is why the edge of the coin will be plated even at the clip. This should not be the only indication of an error though, because planchet damage done after plating but before striking will once again expose the zinc and may still be considered an error.
