This one is from the same roll that the "lined" quarter came from. Entire surface has tiny, sometimes wavy, "dimples". I'll search forums for the de-scaling topics and see what all I find.

Interesting.

What's the reverse look like? And the edge?

It may have been plated, so check the weight.

I haven't weighed it...don't have a scale ...but plated? From an original US Mint wrapped role?

I spent some time yesterday wandering around the interweb looking at error coins and I didn't see anything like it.

So, if you're certain that it came from the mint then I would guess that the planchet wasn't properly prepared.

I wonder if what is going on at the back of Washington's neck is a clue. It's a puzzle.

I had a modern cent with the same thing, I was told it was from a torch, which I don't believe cause I tried it myself you would never have luster left over and would be burnt
I'm guessing it's very very fresh pile of grease on dies

If it were plated the reeding on the edge would be covered with the plating.
