Definitely harshly cleaned and an attempt to recolor.
Appears the reverse was weakly struck.

so for 32.00 I got hosed.
I asked if it was cleaned and he said he didn't think so

the person you bought it from is an idiot or a lire if they said it wasn't cleaned.
