That's a tough one.
Easier for me to start with what grade ICCS would call it.......AU58 for sure.
NGC is more difficult to pin down.
I'd say anywhere between au58 to ms62.

Hmm... I'm stuck with either AU55 or MS62. I think I see a bit of wear but I'm not sure.

I am thinking NGC may have graded this one MS64. But with the very light wear I would call it AU58 IMO.

MS 63 , and ICCS most likely would call it AU 55 - 58

 with AU55-58 if it was ICCS but can see NGC grading it up to MS62.

That'd be VF+ for ICCS. Looks like a few rubs in her hair and eyebrow as well as a couple dings on her cheek. High point rubs on the leaves. I'd go with AU 55 from an American grading company.

Because of the light wear I'm inclined to say it's AU 58....
What I'm confused about is on the obverse the toning around the word Gratia totally looks different than the rest of the coin... could anyone explain how this may have occurred?

AU 58 with beautiful toning in the devices.
The open areas would have had some handling and hand/finger acids would have removed some the of that toning.
The darker areas would be natural toning and what you'd expect to see over the whole coin "if" it had never been handled. Great vicky piece..
