To me it looks like it might have been used as a screwdriver to turn something. But as mentioned above, a good, clear, close up pic of the reverse would be nice, to address a potential issue in "EPU" and the rim.

Looks like the rim was ground down on the reverse. People with plenty of time will amuse themselves by altering a coin and throwing it back in circulation.

Unless its my eyes, the area below the date on the obverse looks a bit warped, right on the rim.

Once it is out of the mint bag, and the coin gets circulated, its really tough to determine the root cause of an issue with a coin.
